9.4% of the Australian population is highly excluded, receiving an Index score of 45 or below. This is a fall of 1.2 percentage points since 2021, and 7.3 percentage points since 2020.

51.6% of highly excluded Australians say they have ‘no need to use the internet’. This has dropped from 63.2% in 2021, indicating a growing need for connectivity amongst the digitally excluded. 30.3% of highly excluded Australians indicate that concern about privacy or scams limits their internet use. Concern about privacy and scams has increased across all groups, but there is a strong link between this concern and lower digital inclusion scores.

A lack of online confidence is increasing among highly excluded Australians. 25% of highly excluded Australians reported that a lack of confidence limits their internet use. A greater percentage of highly excluded Australians reported disability, a lack of convenient access, and cost as a reason for limiting internet use than in previous years.
